The Brown-Nicollet-Cottonwood Ground Water Project was a Phase II - Implementation, MPCA Clean Water Partnership project funded in 1993. The three counties involved formed the Brown-Nicollet-Cottonwood Water Quality Joint Powers Board in 1993 to administer the project and work cooperatively on various water issues. The project was co-sponsored and assisted by many State Agencies, Regional Offices, Colleges, Universities, County Offices and Municipalities. The goals of the Phase II Implementation Project were to promote nitrogen BMP’s and other initiatives to reduce further nitrogen contamination of vulnerable aquifers, to protect uncontaminated aquifers, and to increase public awareness of land management influences on water quality. Phase II Implementation saw its completion in 1997. During the seven years, this Clean Water Partnership became associated with several groundwater implementation projects and also with a number of surface water monitoring projects.
