This study was designed to determine physical factors limiting ht capability of the lower Minnesota River transportation system to support additional commercial navigation, and the extent to which additional development could occur without degrading wetlands or woodlands. The report presents information on existing conditions (the social and natural environments, and navigations), the existing capacity of the transportation system, and factors limiting navigation expansion (e.g., barge and tow operations, terminal operations). Findings and recommendations are provided; maps and charts illustrate the text.
