Minor watershed number(s):   28080, 28081, 28090, 28097, 29015, 29016, 29017, 29018, 29019, 29020, 29063, 29067, 29078, 29079, 31035, 31054, 31055, 31056, 31057, 28038, 28060, 28061, 28062

This project includes Brown, Nicollet and Cottonwood Counties. Special assessments occurred in two of the three original study areas from the Phase I-Diagnostic Study. The West Study Area is located within Brown and Cottonwood Counties and includes the following minor watersheds: 28080, 28081, 28090, 28097, 29015, 29016, 29017, 29018, 29019, 29020, 29063, 29067, 29078, 29079, 31035, 31054, 31055, 31056, 31057. The East Study Area is located within Nicollet County and includes the following minor watersheds: 28038, 28060, 28061, 28062.

The Brown-Nicollet-Cottonwood Ground Water Project was a Phase II - Implementation, MPCA Clean Water Partnership project funded in 1993. The three counties involved formed the Brown-Nicollet-Cottonwood Water Quality Joint Powers Board in 1993 to administer the project and work cooperatively on various water issues. The project was co-sponsored and assisted by many State Agencies, Regional Offices, Colleges, Universities, County Offices and Municipalities. The goals of the Phase II Implementation Project were to promote nitrogen BMP’s and other initiatives to reduce further nitrogen contamination of vulnerable aquifers, to protect uncontaminated aquifers, and to increase public awareness of land management influences on water quality. Phase II Implementation saw its completion in 1997. During the seven years, this Clean Water Partnership became associated with several groundwater implementation projects and also with a number of surface water monitoring projects.

Ground Water Monitoring

Data Summary Brown-Nicollet-Cottonwood Ground Water Project, Phase II - Implementation (CWP) includes data from bimonthly monitoring of fifteen original west and east study area water wells for nitrates from 1993 to 1996. Static water level continues to be monitored in these wells. A rural drinking water survey of the three counties was completed in 1994 to overview levels of 27 parameters in rural wells. Collection of samples occurred from fifteen wells geographically spaced in the counties.

On Site Septic Systems

Data Summary Brown-Nicollet-Cottonwood Ground Water Project, Phase II - Implementation (CWP) includes data gathered in an effort to bring 100% of on site septic systems in the Wellner-Hageman Watershed (minor watershed 29019) into compliance through an individual On-Site Treatment System Grant received from the MPCA. Brown, Nicollet and Cottonwood Counties received loans from the State Revolving Loan Fund to administer countywide cost share programs for upgrading on site septic systems.

Other

Data Summary Brown-Nicollet-Cottonwood Ground Water Project, Phase II - Implementation (CWP) includes nitrogen management information gathered by an Agricultural Producers Survey in 1993 . The survey was completed again in 1996 to estimate any initial changes in nitrogen management practices. A Citizen's Attitude Survey was performed in 1993 and again in 1996 to determine if any discernible trends were developing in citizen's attitudes towards water quality issues.

Surface Water Quality Monitoring

Data Summary Brown-Nicollet-Cottonwood Ground Water Project, Phase II - Implementation (CWP) includes surface water quality data from monitoring in the Wellner-Hageman Watershed (minor watershed 29019) during 1992-1997. Collection of storm event and grab samples occurred at stream sites within the minor watershed and in the reservoir. Sampling of several streams, ditches, small lakes and intermittent ponds also occurred regularly in the east and west study areas. Analysis of surface water samples included nitrate-nitrogen, ammonium-nitrogen, orthophosphate, total suspended solids, conductivity and alkalinity.
