Progress toward buffer compliance is strong ahead of first implementation deadline
October 5, 2017, MBWSR

94% of Minnesota public waters now have buffers Public implementation deadline for public waters is November 1.  State Commissioners urge farmers to work with local SWCDs to find solution that works best for their land. 
“Thanks to the efforts of Minnesota landowners, we are well on our way to meeting the November 1 deadline to have buffers on Minnesota public waters. Minnesota’s buffer law is designed to be flexible while delivering improved water quality benefits for future generations,” BWSR Executive Director John Jaschke said. “We have many great examples of landowners and SWCDs working together to find a solution that works for them and their land.”

Construction to begin at Camden State Park
October 5, 2017, DNR

Visitors at Camden State Park can expect parts of the park to be closed temporarily during upcoming bridge construction projects. Work to replace three bridges on Lyon County Road 83, which runs through Camden State Park, is set to begin on Monday, Oct. 9, and is scheduled to be complete before June 1, 2018. While County Road 83 is closed for construction, there will be no access to the park’s beach, north picnic area and lower campground. The outdated bridges were deemed structurally deficient and will be replaced with higher and longer bridges, eliminating bottlenecks the old bridges created during high water events along the Redwood River. The bridges will not only improve safety and river flows, but will also be aesthetically pleasing, fitting in with the overall look of the park.

Zebra mussels confirmed in Kandiyohi County’s George Lake

The Minnesota Department of Natural Resources has confirmed zebra mussels in George Lake, near Spicer in Kandiyohi County. 

A lake property owner contacted the DNR when he found two zebra mussels on a dock he was removing from the lake. A neighbor reported a single zebra mussel on another dock nearby. DNR invasive species specialists did not find any other zebra mussels during a search of that section of the lake. The DNR will consider whether to also add Nest Lake to the infested waters list, because it is connected to George Lake. Zebra mussels are frequently confirmed when docks and lifts are being removed from lakes at the end of the season. Look on the posts, wheels and underwater support bars of docks and lifts, as well as any parts of boats, pontoons and rafts that may have been submerged in water for an extended period.

Minnesota state parks and trails and HealthPartners celebrate new ‘park prescription’ partnership

Following a growing national trend, physicians at some Twin Cities HealthPartners hospitals and clinics are encouraging their patients to get active at Minnesota state parks and trails.  They’re prescribing a healthy dose of kayaking, archery, fishing, geocaching, hiking, biking, and more at a special event on Saturday, Oct. 7, at William O’Brien State Park, about 20 minutes north of Stillwater via Highway 95. The event celebrates a new pilot partnership between the Minnesota Department of Natural Resources and the local health care provider.

Farm & Rural Helpline Answers the Call for Mental Health

A new Farm & Rural Helpline is now available to Minnesota farmers and rural residents. The service, funded by the Minnesota Department of Agriculture (MDA), is free, confidential, and open 24 hours a day, seven days a week. The toll free number is (833) 600-2670. Farmers and rural communities face unique stresses and emotional situations, including financial challenges, unpredictable weather, physically demanding work, and more. As stress, anxiety, depression, financial burdens, and other mental and emotional issues continue to impact the lives of farmers and rural Minnesotans, the MDA recognized the need for ongoing support.

University solar car builders race across Outback this week

Members of the University of Minnesota Solar Vehicle Project will drive about 1,800 miles across the Australian Outback this week in an international solar car competition. The University team is one of 42 groups competing in this year’s World Solar Challenge, a biennial event that requires teams to design a car powered only by the sun. Participants say the contest is an opportunity for students to gain hands-on engineering and business experience, as well as spark community interest in environmental sustainability.  This is the fourth time the University’s team, founded in 1990, has competed in the international challenge. This year, the group — driving the EOS II —is one of fourteen teams competing in the Cruiser Class of the competition. (read more)


MnDOT seeking public input on trail from New Ulm to Judson

The Minnesota Department of Transportation is teaming up with the Department of Natural Resources to put in a bike trail from New Ulm to Judson and wants to hear from residents and trail users.   The first part of the trail, from New Ulm to Courtland would follow along the future new Highway 14 alignment, which is part of proposed efforts to expand the highway to four lanes across the region. There are three options under consideration for the second part of the trail from Courtland to Judson. "The DNR has been working on the Minnesota River State Trail, and it's not easy to find a place to put the trail in, they have to work with landowners," said Lisa Bigham, MnDOT planning director. "So we are kind of taking advantage of the opportunity with the Highway 14 work to expand the trail." (read more)


U researchers look to harness fish virus in fight against invasive carp

University of Minnesota researchers see a recent fish virus outbreak as a chance to combat an invasive species plaguing state lakes. Researchers at the University’s Minnesota Aquatic Invasive Species Research Center (MAISRC) in St. Paul have been studying the usage of Koi herpesvirus (KHV) — responsible for recent carp deaths in Minnesota lakes — for potential bio-control of invasive carp. Koi fish are a subspecies of common carp, making them both susceptible to the virus. “We want to find ways to kill carp and zebra mussels and all these invasive species,” said MAISRC Director Nick Phelps. (read more)


River flow rate 4 times higher than average, over historical maximum

The Mississippi River has risen to an impressive level due to recent rainfall, according to DNR Area Hydrologist Nicola Blake-Bradley. On Friday morning, the river's flow rate clocked in at 19,700 cubic feet per second (cfs), according to Blake-Bradley. "In comparison, the average flow at this time of year is somewhere around 4,750 cubic feet per second," she said. That means the Mississippi is currently exhibiting a flow rate over four times higher than that of the average October.  Historically, the maximum flow rate for Oct. 6 was 18,600 cfs, which occurred on Oct. 6, 1996. DNR reminds of Pelican Lake pike, bass input

The Minnesota Department of Natural Resources reminds anglers that they can offer input on the future of northern pike and smallmouth and largemouth bass regulations on Pelican Lake near Orr. Experimental regulations for northern pike and bass have been in place on Pelican Lake since 1998. The northern pike regulation requires the immediate release of all pike from 24 to 36 inches. One northern pike over 36 inches is allowed in a possession limit of three. The bass regulation protects fish from 14 to 20 inches, with one over 20 inches allowed in a possession limit. The current regulations expire on March 1, 2018. These regulations may be modified, extended or dropped. (read more)


Xcel's solar garden program passes milestone: 40 projects online

Xcel Energy announced Wednesday that 40 community solar gardens are up and running, passing the 100-megawatt threshold for electricity production. The Community Solar Garden program was created by the legislature and launched in 2014. It’s aimed at bringing solar energy to residents and businesses who don’t want the expense and complications of building their own solar arrays.The program got off to a slow start, delayed by a flood of applications and disputes between Xcel and solar developers. Wet weather delays harvest, ag officials say

Recent rains complicated already damp field conditions, further delaying corn and soybean harvests for many area farmers. “The rain has been keeping them out of the fields,” said Tim Moline, agronomics consultant at Centrol Crop Consulting of Marshall. “It’s been a very slow start and a challenging time for most producers because not only is the field wet, it’s that the moisture of the crop hasn’t gotten to an acceptable level to be harvested.” Moline said corn moisture levels are typically between 15-20 percent by this point in the growing season. But according to reports he’s gotten recently, moisture levels are higher than that. (read more)


E.P.A. Announces Repeal of Major Obama-Era Carbon Emissions Rule

The Trump administration announced Monday that it would take formal steps to repeal President Barack Obama’s signature policy to curb greenhouse gas emissions from power plants, setting up a bitter fight over the future of America’s efforts to tackle global warming. At an event in eastern Kentucky, Scott Pruitt, the head of the Environmental Protection Agency, said that his predecessors had departed from regulatory norms in crafting the Clean Power Plan, which was finalized in 2015 and would have pushed states to move away from coal in favor of sources of electricity that produce fewer carbon emissions. Progress on cleaning Minnesota River swamped by high volume of water

The increasing volume of water flowing down the Minnesota River is offsetting slim gains in water quality. That’s the core finding of a new report on the Minnesota River, one of the state’s most polluted rivers and one that flows into the Mississippi River in St. Paul. The Minnesota Pollution Control Agency’s conclusion is grim: “Sediment clouds the water, phosphorus causes algae, nitrogen poses risks to humans and fish, and bacteria make the water unsafe for swimming.”  Very long-term trends in nitrates, phosphorus and total suspended solids in the Minnesota River have generally improved, said Lee Ganske, who supervises the PCA’s Watershed Pollutant Load Monitoring Network. Recent trends in the watershed are less clear. (read more)


Challenging pheasant season expected

Minnesota. Down. South Dakota. Down. North Dakota. Down. Iowa. Down. The numbers don't lie. By the numbers, hunters are looking at a challenging pheasant season this fall, no matter where they hunt. Preseason counts were down in Minnesota and virtually every nearby state.Minnesota's pheasant season opens Saturday, and despite the gloomy forecast, thousands of pheasant hunters are expected to be tromping through grasslands hoping a mature ringneck vaults into the sky in front of them. Mountain biking opportunities taking shape in Douglas, Pope County

A group of about 12 cyclists gathered at Kensington Rune Stone Park on Sept. 20 for a ride that wouldn't have been nearly as accessible two years ago. Douglas County features some beautiful landscapes centered around its lakes. Fishing and boating enthusiasts flock to the area in the summer. The 55-mile Central Lakes Trail runs through the heart of the area and offers cyclists the chance to take long rides through the countryside. Until recently, though, the opportunities for mountain bikers to find trails specifically designed for them were few and far between. (read more)


U.S. Rep. Tom Emmer pitches new pro-mining legislation

Twin Metals Minnesota could get its mineral licenses back and resume exploration in the Superior National Forest if a new bill from U.S. Rep. Tom Emmer becomes law. The Republican lawmaker's proposal would give Congress the authority to approve mineral withdrawals in Minnesota's national forest land — a task currently under the U.S. Forest Service's purview. The bill also gives Congress, rather than the president, authority to designate national monuments on federal forest land in Minnesota. Emmer says his bill, called the MINER Act, promotes economic development in Minnesota. (read more)

Preparing for Winter: Animal Changes of Fall

Brief Description: What do you do in the winter? I bet you change your routines and activities based on the season or even the weather within the season. Animals are no different! Depending on the animal they practice different methods of survival. Some stay active, some get lazy, some migrate, and others sleep winter away. We will look at an animal or two from each method. We will also explore what it might be like if you were an animal and how you would survive through a couple of hands-on activities. Then the fun continues when we go in search of animals preparing for winter or their signs they have left behind in the park. So, come learn about how animals survive our winters during this interactive and hands-on program! Meet at the trail center, near the historic lodge.

A vehicle pass is required to enter the park and can be purchased at the park office. Daily/$6 or Annual/$30.

Deer Management Plan Advisory Committee Meeting

General Description:
The primary purpose of this position will be to assist Minnesota Center for Environmental Advocacy (MCEA) lawyers with their work in the area of Clean Energy and Climate. MCEA regularly intervenes in proceedings at the Minnesota Public Utilities Commission to encourage cost-effective and lower-carbon or carbon-free alternatives to meet Minnesota’s electricity needs. The Clean Energy Associate will work closely with MCEA’s legal team to provide technical and analytical support for this work. Works with MCEA’s legal director and lead attorney for climate and energy to assist with MCEA’s Clean Energy and Climate program, including analyzing utility filings, researching and analyzing publicly available energy data, assisting with the drafting of comments and testimony, and representing MCEA at stakeholder meetings or in other venues as directed by MCEA’s legal staff.
2. In conjunction with the legal staff and communications staff, helps to implement appropriate media strategies for clean energy cases and advocacy projects.
3. In conjunction with lead climate and energy attorney, assists MCEA’s legislative and legal teams, as appropriate, with legislative and administrative advocacy as it relates to clean energy matters, including reviewing proposed legislation and rules, meeting with legislators and agency staff, and assisting with written and oral testimony.
4. Stays abreast of emerging trends in energy law and policy, technologies, and regulation.
5. Assists the Clean Energy and Climate staff as needed in communicating with funders.
6. Learns and abides by core professional requirements of work in a law office.

General Description:
LSP is seeking to hire an experienced community organizer to help advance our work for stewardship of the land and a just farm and food system. The position will focus on mobilizing farmers, rural residents and others to build power and mount public pressure for stewardship and justice in Minnesota’s farm and food system through winning state policies that rein in corporate concentration in agriculture, and that support a sustainable, family farm-based food and agriculture system.

Responsibilities: 
You will work as part of LSP’s Policy and Organizing Program as a community organizer on advancing campaigns and policy initiatives to win farm and food policy beneficial to the land, family farmers, and rural and urban communities. This position will focus on advancing policy goals at the state level. This work includes recruiting new LSP members with a focus on farmers and rural residents, and assist in grassroots fundraising and individual giving efforts.
