Abstract The Minnesota River Basin Roads are selected from The State of Minnesota BaseMap '98 which includes of a number of individual transportation system data layers digitized from USGS 7.5-minute quadrangles. These data layers fall into the following categories: Trunk Highways, County State-Aid Highways, County Roads, Township Roads, and City Streets. A description of each data layer is included in Section 5 of this document - Entity and Attribute Overview.
Purpose These data were developed to provide a continuous GIS transportation system base layer for the Minnesota River Basin.
Time Period of Content Date 01/01/1998
Currentness Reference The original digitization was done during the 1990-1995 time period. For any given area, Mn/DOT used the most recent USGS 7.5-minute quadrangle available at that time. For BaseMap '98, the following data layers were updated as recently as January 1998 using 1996 information: Trunk Highway System, County State-Aid Highways, County Roads, and City Streets.

Logical Consistency Data are topologically correct within ArcInfo 7.1.2. All intersecting arcs contain nodes.
Completeness The following layers are complete for the entire state of Minnesota Transportation System: Trunk Highway System, Simplified Trunk Highway System, and County State-Aid Highways.

Processing Steps:
During the time period 1990-1995, the BaseMap data layers were digitized from USGS 7.5-minute quadrangles using CADD. A total of 1745 quadrangles were digitized. For any given area, Mn/DOT used the most recent quadrangle available at that time. The digital CADD files were converted from State Plane Coordinates to UTM and then converted into ARC/INFO coverages. The ARC/INFO files were merged into statewide, seamless coverages, attributed, and then routes were created.

The following processing steps were performed at the Water Resources Center, Minnesota State University, Mankato:

The ROUTEARC and CLEAN ARC/INFO commands were performed on the Mn/DOT HWY (highway) data set for the purpose of transfering trunk highway names to the arc attribute table (.aat). The ARC/INFO APPEND command was used to join the HWY (highway), CSAH (County State-Aid Highways), CNTYROAD (County Roads), TWPROAD (Township Roads), and CITYST (City Streets) to one ROAD coverage. The ROAD coverage was CLEANED with a fuzzy tolerance of .005 to provide nodes at all arc intersections. The ROAD coverage was visually inspected and edited for node dangles in Arcedit. Node dangles were snapped to intersect existing arcs when deemed appropriate.
